Noise environmental impact assessment (EIA) of provincial road network planning is a kind of strategic environmental assessment (SEA). However, its methodology is still in developing. Taking the main road network planning of Hubei province as an example and employing scenario analysis and empirically fitted FHWA model, the noise impact of the road network is predicted. The assessment is obtained by using GIS analysis. This assessment method provides a reference for noise environment impact assessment of the traffic planning in a large area.
