摘要: 省域路网规划噪声环境影响评价属于战略环境评价,其评价方法尚在发展之中。以湖北省骨架公路网规划为例,针对规划的不确定性和宏观性,引入情景分析和经验拟合FHWA模型,对路网噪声影响进行了预测,并结合GIS进行分析,得出评价结论。建立的评价方法对大范围交通规划噪声环境影响评价有借鉴意义。

Abstract: Noise environmental impact assessment (EIA) of provincial road network planning is a kind of strategic environmental assessment (SEA). However, its methodology is still in developing. Taking the main road network planning of Hubei province as an example and employing scenario analysis and empirically fitted FHWA model, the noise impact of the road network is predicted. The assessment is obtained by using GIS analysis. This assessment method provides a reference for noise environment impact assessment of the traffic planning in a large area.
